CompleteROI Performance Evaluations measure to what extent learning has transferred to job performance due to a training program.

Corresponding to Level 3 of Kirkpatrick's and Phillips' ROI models, the Performance Evaluation component of the CompleteROI system administers targeted 360 degree behavioral evaluations to training participants and their assessors. Participants' peers, direct reports, managers, and clients can all evaluate the participants' performance in areas related to the objectives of the course. Evaluations can take place after the course is completed (typically three to six months afterward) or both before and after the training program (to clearly identify changes attributable to the course). Reassessments can take place as necessary to evaluate how learning absorption has changed over time.

It allows administrators to view reports that compare average performance improvements between classes or training programs. End users can be assessed directly by the Performance Evaluation application, or indirectly through paper-and-pencil or observational evaluation.

Participation in a Performance Evaluation should be either the entire group that took the course or a random sample of this group.

Typical areas measured in performance evaluations include:

  • How well a course prepared a user to perform particular job tasks
  • How often a objective-related skill was used on the job
  • How important a skill was to the nature of a job
  • A participant's competence in a skill (as rated by that participant, his or her peers, subordinates, managers, and clients)

For the most accurate learning evaluation results, it is helpful to establish a control group of people who did not participate in the training program but are in work roles similar to the participants.

Using the Performance Evaluation component of the CompleteROI System, administrators can:

  • Administer 360 degree targeted reviews directly to end users online, or indirectly with paper and pencil.
  • Design the content, layout, and scoring systems of 360 degree instruments.
  • Edit, administer, and display the results of individual reviews.
  • View summary reports that clearly display average observed performance improvements associated with each class or instructor.
  • Import data into Microsoft Excel or databases for further processing.
  • View reports by hierarchy, possibly including geographical region and class type.
  • View summary statistics on the number of reviews returned.
  • Display a list of best and worst course performers in learning improvement.
  • Establish reaction goals or benchmarks and compare individual course performance to these benchmarks.
